On behalf of the Jehovah's Witnesses Circuit Assembly Hall, Inc., the Turner Miller Group prepared a draft environmental impact statement to examine the potential environmental impacts associated with a proposed 1,800 seat assembly hall to be located on 63.5 acres in the Town of Kent, Putnam County, New York. Of particular concern to the community were the traffic impacts to the local roadway network when the assembly hall was in session, water quality impacts to the New York City watershed, and the visual impacts associated with this 66,000 square foot structure and the accessory 600 parking spaces associated with the principal structure. As a result of community opposition to the project, the applicant voluntarily withdrew the application and has pursued development of the facility within a community that is receptive to the project.
